Employment Process: Overview

Below is a summary of activities that may be required as part of your employment.  These activities begin once you accept your conditional job offer, but may continue even after you are on the job.  The outcome of these activities is a decision on your suitability for employment - a process called "adjudication."

Employment Processes: What to Expect

Required Paperwork

You will need to complete and submit the Declaration for Federal Employment (OF-306) (PDF) to your HR Representative within 10 business days after receiving your conditional job offer. Refer to your job offer letter for details on how to submit the form.

Fingerprinting

All selected candidates must go through fingerprint clearance.

  • Refer to your job offer letter to see how your fingerprinting session will be arranged. You may need to schedule the appointment.
  • You should plan for the fingerprinting to take at least 30 minutes.
  • Refer to your offer letter for information on what to bring to the fingerprinting session. You may need to bring:
    • Consent for Fingerprint Check (PDF)
    • Two forms of ID as proof of United States citizenship:
      • One form of ID is often required to be a valid state or federally issued picture identification, such as a driver's license, passport, or student ID. (A current government issued employee identification badge may not be used as a picture ID.)
      • The other form is typically a document listed on the back of the Employment Eligibility Verification (Form I-9) (PDF).  

Online Background Investigation and Security Clearance

You will need to complete an online application within the Office of Personnel Management (OPM) Electronic Questionnaires for Investigation Process system, known as e-QIP. The link below provides general information about the process.

Once you complete your e-QIP application, an investigator from OPM will conduct a background investigative interview with you. The investigator may also interview your current and previous work associates and neighbors.

Other possible processes may be required, based on your position. These will be described in your job offer letter and may include:

  • Tax Check Screening
  • Drug Testing
  • Financial Disclosure
  • Medical Screening
  • Polygraph
